As the EU AI Act and a wave of new European rules stretch companies thin, the Oslo company that has spent two years in quiet operation with customers including Telenor goes public with a platform that turns fragmented, consultant-heavy regulatory compliance into assigned tasks, evidence and audit trails.
OSLO, Norway (August 24th, 2026) Reggy, a Norwegian compliance software company that has been signing enterprise customers since 2024, publicly launched today, betting that a wave of new European rules, including the EU AI Act, will drive demand for a single platform to manage all the regulations a company faces. Reggy's platform lets mid-sized and enterprise companies replace fragmented, consultant-heavy compliance work with a shared system of record, and already counts Telenor, Aker BioMarine, Ardoq, and Mainstream Renewable Power among its customers.
The EU AI Act, in force since last year, is rolling out in phases: this August, national regulators gain new enforcement powers over general-purpose AI transparency, with high-risk rules following in 2027. It's one example of a bigger pattern, joining GDPR, anti-bribery and corruption, health and safety rules, NIS2, and DORA on a growing list of frameworks companies have to keep up with.
Global regulatory enforcement fines hit a record $19.3 billion in 2024 (Corlytics), and the pressure is now a boardroom issue: 64% of CEOs find regulation the number-one barrier to reinventing their business (PwC), while 72% of executives say compliance complexity has hurt profitability (PwC, 2025). In Europe alone, companies faced 850 new regulatory obligations between 2017 and 2022, and many compliance teams are being asked to do more without additional staff.
Compliance today usually means a point solution deep in one area, such as security and privacy, or a legacy suite built for large enterprises with a long implementation. With just one system, Reggy covers every area, from security and privacy to anti-bribery, health and safety, ESG and AI governance. It’s up and running in days, not months, with each new regulation plugging into what's already there, keeping compliance cost-effective and easy to implement.
“The debate in Europe frames regulation as the enemy, as if less of it would let companies get on with the job. I don't buy that. Racing to the bottom on protections was never the answer, and it isn’t what’s made Europe the place people want to live in. What sets Europe apart is digital sovereignty, citizen protection, independence from foreign platforms. The problem isn't the regulations. It's that we've made compliance so complicated it erodes the very safeguards it was built to defend," said Abbey Lin, CEO of Reggy, a former Chief Compliance officer, who spent two decades in compliance leadership in companies including Microsoft, KPMG, and Yara International.
"After 20 years running compliance inside global companies, I watched teams drown because they had no system of record telling them what to do and proving it was done. That's why I built this platform that lets one lean team stay on top of every regulation, with the audit trail to prove it. AI is what finally makes that possible without a fully staffed specialist compliance department."
Reggy has been operating in beta since 2024 with customers including Aker BioMarine, Telenor, Ardoq, and Mainstream Renewable, already putting the platform to work day to day.
"We use Reggy as our compliance knowledge center, bringing everything into one place instead of having it spread across different systems. It gives us a strong foundation that's simple to build upon as our needs grow. For a company like ours, that means we can manage compliance in a way that's practical, scalable, and cost-effective,” said Lars Jacobsen, SVP General Counsel at Aker BioMarine.
The public launch coincides with the phased rollout of the EU AI Act and a broader shift in how European enterprises are being asked to handle regulatory obligations, one that hasn’t gone unnoticed by investors.
"Regulatory compliance is a massive enterprise category still running on spreadsheets, consultants, and point solutions that don't talk to each other. What's missing is one system of record that scales with a company's obligations, not a different vendor for every regulation, each with its own implementation and its own training cycle," said Gisle Østereng, Head of Investments at Startuplab.
Reggy, formerly Fortifai, operates in a governance, risk, and compliance software market projected to grow by $44.2 billion between 2025 and 2029 at 14.2% a year. The company is backed by Norwegian pre-seed funds Startuplab and RunwayFBU and pan-European impact fund Impact Shakers, and is focusing on Europe before expanding globally.
